Job Description

Duties

  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Provides engineering leadership in the development, definition, and integration of overall operations requirements. Supports the definition and development of concepts, ground rules, and techniques for human spaceflight operations.
  • Analyzes and resolves joint issues and constraints of both pre-flight and real-time operations. This includes developing and executing clear, concise communication in a real-time operational environment.
  • Represents the organization as a senior Flight Controller for human spacecraft at various technical and operational meetings with other NASA and Government elements, commercial partners and with contractor personnel.
  • Leads mission, spacecraft, operational product development, and on-board software design activities ensuring constraints and requirements between mission objectives and vehicle capabilities are met while maximizing crew safety and mission success.
  • Develops operations documentation to effectively accomplish mission objectives without compromising crew safety. Documentation includes flight rules, crew and ground procedures, operations support timelines, systems manuals, and console handbooks.
  • Evaluates the performance of group personnel in training, informs the group lead of evaluation results, and provides oral and written critiques to the individual under evaluation. Recommends any additional training to ensure proficiency.
  • Presents operations concepts, techniques, and proposed solutions to boards and panels containing diverse audiences of varying levels of NASA and contractor leadership.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.


NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.



To qualify for GS-11 , you must have:
a) You must have one year of directly related specialized experience equivalent to the GS-09 level:

  • Supporting development of engineering analysis, operational concepts, plans, procedures, or real time support requirements for spacecraft hardware and software systems for the real-time flight control of human space flight;
  • Applying console operating procedures and the operational aspects of human rated spacecraft and ground support systems, as used to develop flight procedures, flight techniques, and/or mission rules;
  • Supporting the execution of mission objectives including spacecraft hardware and software systems management as well as their functions, operations, design, crew procedures, or mission rules.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field

OR
c) Completed 3 full academic years of graduate education in an appropriate field

OR
d) Have an equivalent combination of experience and graduate study as discussed in a), b) and c) above



To qualify for GS-12 , you must have one year of directly related specialized experience equivalent to the GS-11 level:
  • Performing work as a flight controller, flight controller instructor, or crew instructor in support of human space flight mission operations;
  • Preparing technical and engineering documents or reports and giving oral presentations at technical forums concerning human space flight mission operation issues;
  • Participating in the development of flight procedures, flight techniques, and mission rules and crew operating procedures and mission objectives related to console operation procedures and human rated spacecraft and ground support systems such as, spacecraft hardware and software systems as well as their functions, operations, design, crew procedures, or mission rules.
To qualify for GS-13 , you must have one year of directly related specialized experience equivalent to the GS-12 level:
  • Performing work as a senior flight controller, flight controller instructor, or crew instructor in support of human space flight mission operations;
  • Preparing technical and engineering documents and reports and giving oral presentations at technical forums to high level officials in time critical or high-pressure situations concerning human space flight mission operation issues;
  • Developing flight procedures, flight techniques, and mission rules and crew operating procedures and mission objectives related to console operation procedures and human rated spacecraft and ground support systems such as, spacecraft hardware and software systems as well as their functions, operations, design, crew procedures, or mission rules.

Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.


If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
