Statement of Purpose: This position has two primary responsibilities:
A. Provide management for CAN Community Health's grant related contracts including responsibility for routine invoicing, reporting, monitoring, and processing other contract documents.
B. Serve as CAN's representative with grantors/funders and community partners involved in supporting grant related work.
Primary Tasks:
Related to Responsibility A:
1. Prepare and check monthly invoices submitted to the Ryan White Grantee for reimbursement to CAN; assure that other CAN staff receive invoice and supporting documentation, transmit the invoice, and account for invoice funds expended and received.
2. Provide reports, invoices, and other documentation to the Ryan White program office.
3. Assure completion of quality assurance and quality improvement plans as directed by the Ryan White grant guidance.
4. Perform quality assurance checks and support for data entry into Provide Enterprise or other grant required Information Management system.
5. Provide input to Vice President of Governmental Affairs concerning program quality assurance and Ryan White or other grant contract issues including program staff operational effectiveness.
6. Disseminate Ryan White program guidance to other CAN departments, including local medical director, practice administrator, and case manager(s).
7. Monitor and disseminate changes to state and municipal regulations related to program operations to appropriate CAN stakeholders and the Compliance Division.
Related to Responsibility B:
1. Promotes and practices CAN Community Health, Inc.'s mission and values, and follows its policies and procedures.
2. Ensures confidentiality is maintained by Ryan White, prevention, and other grant funded staff regarding patient/client information in accordance with HIPAA, professional and departmental standards.
3. Respond to daily, routine questions and issues related to patient eligibility, appointments and scheduling/rescheduling, and operational aspects of assigned grants.
4. Where possible, participate in local HIV planning activities including the Ryan White Planning Council or Consortium and/or its subcommittees.
5. Serve as liaison between CAN and funders; assists with community planning and quality assurance/quality improvement processes.
6. Serve as liaison between CAN and networks of grant funded partners.
7. Perform outreach to community organizations to promote referrals to CAN for HIV, STD, and Hepatitis screening and/or care.
Secondary Tasks:
1. Supervise assigned staff. Perform performance reviews, create and monitor workplans, review and approve leave requests, ensure staff work is consistent with grant program and CAN expectations.
2. Cross train for effective client service and team participation.
3. Practice safety, environmental and/or infection control methods.
4. Participate in professional development activities to enhance knowledge and skills of HIV/AIDS and patient care programs to continually improve client services.
5. Utilize resources and supplies in a cost-effective manner.
6. Maintain professional, respectful and courteous relationships with clients, staff and visitors.
7. Perform all other duties as assigned.
Requirements:Program Knowledge Required:
1. Knowledge of Ryan White expense allowability, reporting requirements, guidelines and manuals.
2. Familiarity with state and federal health and human service programs.
3. Familiarity with confidentiality requirements for handling client information.
4. Knowledge of contract management policies and practices.
Education/Professional Experience:
1. Bachelor's degree in social sciences, human services, or related field from an accredited school or equivalent
contract management experience.
2. HIV prevention and or care programs experience.
3. Basic Annual Safety Training, and Confidentiality Training.
Knowledge, Skills and Abilities Required:
1. Effective communication and interpersonal skills.
2. Ability to provide daily leadership for health care workers, to problem solve, be self-directed, work effectively and efficiently, be organized, pay attention to detail especially with respect to completing paperwork and perform multiple tasks simultaneously.
3. Willingness to travel to conferences, trainings, meetings, etc.
4. Ability to read, follow, and enforce safety procedures.
5. Willingness to learn and utilize computer software programs.
6. Visual and auditory acuity.
7. Valid driver's license.
